5 kV, 10 kV or 15 kV: choosing an insulation tester

How test voltage, test current and diagnostic modes like PI, DAR and step voltage determine which insulation resistance tester suits your work.

Insulation testers are specified by their maximum test voltage, and it is tempting to buy the highest number available. In practice the right voltage is determined by what you test, and the more useful differentiators are test current and diagnostic capability.

Match test voltage to the equipment

The convention is to test at roughly twice the equipment's rated voltage plus 1000 V, subject to the manufacturer's guidance. A 480 V motor is comfortably covered by a 1 kV tester; an 11 kV motor is not.

For general electrical installation work up to 1000 V, a 1 kV instrument such as the Fluke 1507 or Megger MIT400 series covers everything you will meet.

Medium-voltage cable, large motors and generators need 5 kV or above. Applying 5 kV to equipment rated for 400 V does not give you a better test; it risks damaging insulation that was healthy.

Test current matters more than people expect

Maximum test voltage tells you nothing about whether the instrument can hold that voltage into a real load. Large machines and long cable runs have significant capacitance and surface leakage, and a tester with insufficient current output will collapse below its set voltage.

Instruments intended for large plant, such as the Megger S1 series, specify several milliamps of test current for exactly this reason. A tester rated at the same voltage but a fraction of the current will take far longer to charge the load, and may never reach voltage at all.

Diagnostic modes explained

Polarisation Index (PI) is the ratio of the ten-minute reading to the one-minute reading. It indicates moisture and contamination in windings, and it is largely independent of temperature, which makes it more useful than a single resistance value.

Dielectric Absorption Ratio (DAR) is the same idea over a shorter interval — sixty seconds against thirty — and is used where a full ten-minute test is impractical.

Dielectric Discharge (DD) tests the bulk condition of multi-layer insulation by measuring discharge current after the test, and can reveal deterioration that a straight resistance measurement misses.

Step voltage and ramp tests apply increasing voltage while watching for non-linear current, which indicates developing weakness before it becomes a failure.

Where 10 kV and 15 kV earn their price

Above 5 kV you are into generator, large motor and transmission cable territory. These instruments are considerably more expensive and considerably scarcer on the used market, which also means they hold value well.

If you test this class of equipment occasionally rather than routinely, hiring is often more sensible than owning. If you test it weekly, owning pays back quickly.

Noise rejection becomes important at these voltages. Substation environments induce significant current into test leads, and instruments intended for that work include filtering that cheaper units do not.

Safety and practical notes

Insulation testers store energy in the equipment under test. Automatic discharge is standard on modern instruments and is not something to compromise on when buying used — verify it works.

Test leads are rated for the instrument's output voltage. Using 1 kV leads on a 10 kV tester is dangerous, and replacement lead sets are a real cost when they are missing from a used purchase.

Common questions

Can I use a 5 kV tester on low-voltage equipment?

Yes, provided you select a lower test voltage on the instrument. Applying full 5 kV to equipment rated for 400 V can damage it.

What is a good insulation resistance value?

There is no universal figure. Trend matters more than absolute value — a reading that has halved since last year is more significant than a reading that is merely low.

Do I need PI and DAR for installation work?

No. These are rotating machine and cable diagnostics. Installation testing to IEC 61557 needs a straightforward resistance measurement.
